Sovereignty requires technologists to collaborate. Each layer in this stack is demanding enough for one company. The future development is so fast, the competition so fierce, and the advancements so complex, that specialization is better than generalization.

1. APPLICATION LAYER
   BlueCallom·AI is our Enterprise AI solution: an enterprise platform architecture on which Native AI applications run 25x7x365. These applications use our unique Enterprise Workflow Intelligence, which is a semi-autonomous operation. We design, architect, and develop all applications in Switzerland.
2. MODEL LAYER
   In our case, we collaborate with the open-source LLM builder Apertus. Also, Apertus is made in Switzerland. While we offer other options like OpenAI (US) and DeepSeek (China), they would not meet the requirements to be end-to-end sovereign in Switzerland or Europe. Customers have full transparency on which step each model performs when reviewing the Audit Trail we provide.
3. CLOUD TECHNOLOGY LAYER
   The Apertus LLM and BlueCallom·AI can run on various Swiss Cloud Providers, including CSCS, the supercomputing center in Lugano, Infomaniak in Geneva, and Swisscom in Zürich. We are still exploring where we will run the final production version.

High LLM Selection Granularity with Audit Trail

For BlueCallom and its customers, the significance goes beyond adding another LLM. It makes AI sovereignty an architectural choice, at the AI-unit level. The latest BlueCallom platform, AgenticBlue 2.5, introduces highly granular model selection. Each AI unit can access a different LLM or AI service. An “AI-Unit” is the smallest intelligence component, equivalent to a prompt, in an Enterprise Workflow Intelligence application. A business-critical workflow may operate entirely on Apertus and Swiss infrastructure. Another task may use a specialized international model when it requires a particular capability. Image generation, for example, could selectively access an external service. And sensitive operational processes and enterprise data remain within the sovereign environment. The existing EAI Audit Trail in AgenticBlue records every move the AI performs. These moves include model selection, if the application allows it to select autonomously.

The architecture therefore lets organizations decide where sovereignty is required and where access to specialized capabilities adds more value. Until now, model selection in Enterprise AI has primarily been driven by two criteria: performance and cost. We added a third criterion: strategic relevance. You can now select an AI model based on the purpose of an individual task. That can include its data sensitivity, required capabilities, cost, and sovereignty requirements. This changes the LLM’s role inside the enterprise.

Why is AI sovereignty so relevant?

Artificial Intelligence is the new gold or oil. AI Assets are the currency for buying intelligence that lets you do things never before imaginable. Whether it’ll be artificial food that is healthier and tastes better than any Angus beef, you can adjust your DNA to become 300 or 800 years old, have a piece of land on Mars, use energy as you wish because it is  limitless available, produce something with your own little robot family , or just do nothing to the point where you die purposeless or get the ultimate spark for what you always wanted to do. The future remains the only timeframe you can influence. All you need is a sound understanding how the AI world works. This sounds pretty much Sci-Fi mambo jumbo. Whether you believe it or not isn’t the point. The point is that nations, businesses, even individuals need to make sure that their investment in intelligence, in particular artificial intelligence, is accessible to them at any given point in time in the way they built it.

Switzerland is a sovereign nation, an independent and neutral nation, a nation that can exist without others. ‘Exist’ in its truest sense. Like any other country, wealth grows with exports and comfort with additional imports. Food, shelter, and community must be generated inside. And nowadays, in a modern world, we need to add energy, communication (Internet), and intelligence to the base needs. Today, the importance of Artificial Intelligence is extremely difficult for most people to grasp. But everyone will learn, one way or another, that AI is the foundation of a quantum leap in human advancement like nothing before.

As such, those with a profound understanding and those working in this space must create the right solutions to ensure AI Sovereignty.
